In January 2016, the Town of Torbay hired WaterWerks to develop a communications plan. Feedback from the audit showed the website was hard to navigate, poorly organized, and was difficult to update, due to an outdated and insecure CMS.
Redesigning the five-year-old website was the top priority as it would be the primary vehicle for increasing effective communication between the town and residents. It needed a strategic design — a departure from traditional sliders, which had little communication value, yet occupied prime real estate.
The new, resident-centric model would feature the most sought after information, as identified through public consultation and by front-line staff, and all powered by a straightforward backend allowing for easy updates.
